et selon BE ADIT

Perminov :

" I am very glad that today at the St. Petersburg forum discussion of this issue . Space programs occupy an increasingly significant role in the life of mankind . This is not only manned program and may even be in the first place is not manned program . As for manned space programs , I agree with you , Mr. Dzheysms that today the industry is becoming more decentralized . Starting next year, according to our agreements, heads of agencies and supported by the decisions of the governments of five countries - Russia , the USA, Canada, the European Space Agency and Japan - the spacecraft shuttle temporarily suspend its effective work in orbit. Therefore, Roskosmos has pledged to deliver goods , the delivery of cosmonauts and astronauts . Is this good or bad ? I 'll say that nothing good about that. Today, we are practically left alone without a reserve. And we have to create a reserve and the number of starts , and the number of ships in their own country. Professionals and specialists understand that this is very dangerous work and would like to see one of the countries would be in his book with similar systems , which would be carried out to dock with the ISS and its safe operation. Now there is a country - this is China, which has a good manned program, but the appeal of directors of 5 countries to take vigorous part in the operation and the International Space Station we have to date received no response.

With regard to increasing infusions of extrabudgetary funds , use of commercial money , especially in the development of manned space programs, I think it should be done. In our program in Russia is officially 16% of the mortgaged to extrabudgetary funds , private- public partnership . And we have some programs that unfortunately is not manned , and the research , development work at the expense of conducting commercial customers in our country or other countries . I believe this sector will expand . We see this in recent years in our enterprises , especially where there is a transformation of the federal unitary enterprises into joint stock companies . This practice will bear positive fruits "
